The Newfoundland and Labrador Provincial Nominee Program (NLPNP) nominates individuals to the federal government wishing to obtain Canadian permanent residence. There are four categories through which one can apply; the Occupational/Skilled Worker Category, the Immigrant Entrepreneur Category, the Family Connection Category and the International Graduate Category.

  • Occupational/Skilled Worker Category

    This program is used to nominate those with special skills which are deemed as having a critical impact on the economy of the province and which are not otherwise obtainable in Canada. Applicants in this category must have a guaranteed job offer or have been employed in Newfoundland and Labrador with a work permit for at least six months prior to application. There is a $150 processing fee.

  • Immigrant Entrepreneur Category

    This category is intended for prospective immigrants wishing to establish a new business or who propose to purchase all of part of an existing business that has supportable prospects for expansion in Newfoundland and Labrador and who intend to be self-employed in that business. Applicants must meet several criteria: the business must be an active business (priority is given to those who establish a business/expand an existing business identified in the strategic sector list), they must have five years of senior management and/or direct entrepreneurial experience, they must have a minimum net worth of $450 000 and must make a minimum direct investment of $200 000, they must sign a Performance Agreement, make an exploratory visit and submit a business plan (which must be approved during the pre-assessment phase). There is a $2000 processing fee.

  • Family Connection Category

    This category is for immigrant families living in Newfoundland/Labrador who want to help their overseas family members relocate and work in the province. The applicant must be between 18 and 49 years old, have a signed Affidavit of Support from the family member in Newfoundland/Labrador (who must have lived there for at least one year), have a Sponsor willing to provide settlement assistance, adequate language abilities, education and work experience. There is a $150 processing fee.

  • International Graduate Category

    This program allows students who have completed a post-secondary diploma/degree at a Canadian educational institution in the last two years to be considered for Canadian permanent residence. The applicant must have a full-time job offer in their field of study or have a proven attachment to the local labour market. They must be on a Post-Graduate Work Permit.
