Man sent to Canada as punishment will stay here during year-long appeal

An American teacher, Malcolm Watson, allowed to live in Canada as punishment for a U.S. sex crime has been ordered out of the country, but a backlog of immigration cases means he will be able to live in Ontario for more than a year with his wife and children while he waits for his appeal of Monday's deportation order.
On Monday the Immigration and Refugee Board ruled that Watson's crime was equivalent to that of sexual exploitation in the Criminal Code of Canada. The determination allows officials to have Watson deported, since he is not a citizen of Canada but has lived in Canada for four years.
While his status as an American made him ineligible to remain in Canada, his permanent residency status here does allow him to appeal the IRB's decision. Watson is is eligible, as a permanent resident, to appeal the deportation order. He will be able to stay in Canada until the appeal of his removal order to the Immigration and Refugee Board is finalized.
