I cant figure out how to include my data in this table, but here it is, if someone else can do it for me:
missie, from Mississauga; test was on 31st july, i think (applied through Kolbe school, hence first step was test; RQ given at time of test; application received on august 28th, 2008; started processing application on feb 25, 2009; file transferred to mississauga on May 29, 2009; currently being told to wait until June 2014 for judge hearing.....

I am gathering documentation to have with me on the test date or just in case an RQ was submitted to me. My question is, does the utility bills have to be originals or copies are acceptable?

Everything is copies when you are replying to RQ. They ask to get the originals for any interviews.

Your time line and office is almost same as mine. Did you hear anything from Mississauga office?

I was repeatedly told that file has not been reviewed and in thier words, no delay.

Hi ottawa321,

In February I  called CIC and I was told that they perform the second security check, as the first expired after 1 year. I asked how long does it take to get the results of the second check. As per the officer's approximation, the check should be completed by March, and after that they put my application in the queue for the oath. Again, the officer said that in the worst case I might need to wait another 6 months for the oath.

"RQ" is Residency Questionnaire

... but yes, usually a form given to applicants relative to proof of meeting the residency qualification. May be accomplanied by additional requests for information, documentation, or other evidence relevant to either proving presence in Canada, establishing or maintaining residence in Canada, or as to indications of residence in a country other than Canada. Often, but not always, followed by an interview with a Citizenship Judge who assesses the proof and determines whether the applicant qualifies for a grant of citizenship.

the current waiting time for interview is 3-4 years in mississauga. this is what cic is telling me. they dont think there is anything wrong with this timeframe. because its not their problem. we should get together and collectively protest or something. i wrote to jason kenney and contacted the MP, but no use. J.Kenney's reply sounded irritated, saying we already told you (a year ago) that you have to wait your turn. an indefinite wait, with no timeframe, is unfair. but we need to band together to protest effectively.

I am 100% agree with you "missie". We should work together to protect again ridiculous RQ waiting time. We all should sent letter to MPs and also related minister.

I am trying to locate a lawyer who will tell me that he/she can help me, before i visit him/her.
Dont wanna pay 300 bucks for a half hour visit, only for them to tell me that lawyers cant help in cases of delay.

not stand up against RQ, but against their policy of "indefinite timeline" for processing it.
they have every right to investigate, but within a reasonable timeframe.

i am not sure what exactly to do though.
on my own, i have tried via MP, and written to minister, jason kenney.
about a year ago, a bunch of us in mississauga even tried a petition (asking for more funding for mississauga cic office, to increase staff, which would reduce wait time), but nothing came out of it.

but currently, its election time. can someone think of a way to use the elections to our advantage?

if we attend election rallies, and raise the issue there with the candidates, would that help? (considering that MPs have generally proven to be quite helpless in citizenship matters)
but no harm trying, i guess.
i shall start looking out for the candidates visiting my area.
i live in north york, so if anyone hears of any canvassing in my area, pls do inform me.

I am planning to give an earfull if any Candidates stop at my door here in Ajax-Pickering area. I don't mind the RQ, but process the response received in a timely fashion, because it took 15 months for me just to reach the ending stage after test and then got the RQ. An indefinite wait after that is just not fair when in my opinion I have met all the rules required to be granted citizenship. But since I am a common man, need a CIC employee to review the darn documentation to say, yes you meet the requirement.

missie,

I have totally lost my trust enthusiasm after almost 2 years of waiting since I got the RQ. Unfortunately, I do not see any tool or method that could possibly speed up my application, therefore I decided to become passive and just wait. Basically, the final output and decision does not influence my life too much.

I have a membership of a party, the other days some one  called from the party office and asked for the donations(my wife and children are voters). I told the lady that non of my family going to vote for your candidate  as you people did not help me in my Citizenship. She hanged up. Then I received an email from the local MP for the funds raising dinner. I then repeated above thing and said that we all resigned from the party membership. Today, I received an email from MP's office asking for my application details and authority for them to follow up with CIC. I am now waiting for the MP to come to my door step which she normally does.

Suggest everyone do above.

When they ask you for this documentation to support the RQ, do you have to submit each and every bill from 2005 - 2009 or a sample set of copies will suffice? This applies to utility bills, credit card statements, bank statements, etc

There is, most likely, some reason for the RQ. While there does appear to be an occasional random imposition of RQ on an otherwise well-qualified applicant, the odds are far greater that something in the application or the applicant's history/circumstances triggered the RQ.

OK, some RQs are about simple, fairly straightforward questions easily resolved by submitting the requested information and documentation. If, after a thorough self-analysis, you are convinced this is the case, good, just do that, and all should go well. But be very careful and thorough, and, again, try to be as objective as possible, and if you can identify the real issues, be sure to fully respond to those in addition to the specific request in the RQ. Now is by far the best time to do this. A solid, responsive submission to the RQ may quickly settle the matter. If it fails to convince the CO or CJ, and is thus scheduled for a hearing/interview with a CJ, that means it could be a rather long time before there is a resolution, many months, and more than a few are reporting years.

I would fully agree with dpen's statement:

as I have experienced this first hand ...  I sent in a weak response to my RQ and thus it got sent to a Citizenship Judge (CJ), then I sent in a strong reply to the CJ and it was approved.  If I had sent in the strong reply at the RQ stage, this would have saved me at least 4-5 months of processing time.  

The most important part of the RQ submission, I now believe, is the cover letter that ties all the evidence together and focuses sharply on addressing the issue that triggered the RQ.  I notice that many people lose sight of this key point.

Instrumental in finding out what trigerred the RQ is getting your cirizenship/naturalisation notes through the privacy act.

I received the RQ because i had frequent trips to the United States that were work related. All in all, i had about 130 lines of in and out (1 in and out per line). That could have triggered the RQ. I did qualify in terms of the number of days but i think there is a suspicion that i may have traveled more than i reported.
Currently the wait time to receive the US Border and Customs report for entry is approximately 4 months...Should i wait to submit my RQ documentation since the basis of the RQ is US visits...

bigbh, if you already have CBSA records and passport stamps that correlate practically 100% with the absences stated in your application, then I believe you should have a cover letter stating these correlations and then include a copy of the US CBP request that you sent and state that you will send the report as soon as CBP sends it to you.

In my case, it was the FOSS notes that had the indication, and it was primarily because I also had a US Green card, however the Citizenship/Naturalisation notes clarified the issues further.

I am happy to report that I cleared the dreaded RQ waiting phase and have become a proud Canadian Citizen.

I will never know(or care now) what caused the RQ to be sent for sure, though I think I have some guesses. Whatever it was, the 7 lbs of documentation I sent seemed to have satisfied them and I did not need any interview and hence went straight to Oath.

i believe the reason you got away relatively quickly is that your local office is oshawa. the biggest problem place is mississauga.

If you are requesting your own, personal information, there's no fee and no consent form.  You check the boxes in the Privacy Act (no fees) section of the form.

Access to information requests deal with general information, not information about individual cases, so this is not applicable to the information you are interested in.

Just choose privacy request and get your own information for free.   It would be EXACTLY the same information if you chose "access to information" and paid $5 as choosing "privacy act" and paying nothing.     You can check the boxes for multiple items, but I would recommend sending separate forms, 1 for FOSS request, put "ALL Locations" as location, and the other for "GCMS and Naturalisation notes"

Leave Requestor Reference number and ATIP File number blank.
Fill Surname, Firstname and Date of Birth
Under Privacy Act, select "as is" and "receive copies of records" and your language

Select "In Canada File (FOSS included)", enter your client id (it is the 8 digit number on your PR card), write "all locations" under location

Select "GCMS" and "Citizenship/Naturalization records",  if you know your citizenship file number, then you can enter it, otherwise leave it blank or put in your client id,  put "all locations" for location

select "This request is made by a Canadian citizen or permanent resident"

Fill in your name, address, phone number, signature and date.

You can fax this to:   613-957-6517

or mail to:

You need the Privacy Act request form from the Treasury Board or the special CIC form that has been linked in this thread just a few posts above.

If you choose to use the TB form, you could write:

1. Citizenship and Immigration Canada
2. Any and all records, including, but not limited to, GCMS and Citizenship/Naturalization records related to my application for Canadian citizenship (file # xxxx)
3. Receive copies of records, in electronic or paper form.

You're confusing yourself with CIC (Canada) and US-CBP(USA).
You cannot use a Canadian form to request info from American border controls.

Couple days ago I called to Citizenship Canada, asked them about the status of my case.

They told, that it is still in the line for initial estimation (of what I've sent them), which means, that nobody so far did not read my responses.

I think in the dates for "Missie" there is error for test & RQ year. It should be 2010 instead of 2008. Test should be after teansfer!!

no, its correct.
i applied through kolbe school in mississauga, where they let you take the test on the very day that you apply. and i got the RQ at the time of the test. Hence, my application date, RQ date and test date are all the same.

My location is Scarborough
Judge told me that the oath letter will be sent maybe one or two months as the mailworker strike, many applicants did not received the oath letter.
 
Wish everyone good luck with RQ process. By the way, my judge is Khouri George. He is a very nice person and very talkative. He talked about his family and mine and he mentioned twice that I'm the same age as his eldest son. He seldom asked questions about my case as he already checked my updated legal letter sent from my consultant. He told me that if he received that letter sooner, there won't be a interview at all as he implied that CIC officer made mistake calculating my phsical dates. Anyway, that's a wonderful interview experience.

It is very significant that you are reporting obtaining the RQ in January this year and having your interview/hearing with the CJ yesterday. It is hard to get a good sense of what the prospective timeline is for most of those who do get RQ, so it is important that we are given reports like yours that illustrate a timeline distinguishable from those which take years. It is noteworthy that other than rrmaron's timeline, most of those reporting here are waiting to see the judge for a much longer time frame. Hard to say, but my impression is that what we see here is the converse of how it really goes: I suspect that the majority of RQ cases are resolved or do indeed go to the judge within six or eight months, or so, of the date RQ was imposed. Again, I am not at all sure of this, but that is my impression (going back to previous reports about RQ timelines which included many similar to yours and rrmaron's, some being resolved in just three or four months, in conjunction with my understanding of the process involved).

Hi Canon,
 
I got my Canadian immigration when I was living and working in USA on H1b.
 
After landing I went back and stay in USA for three years then moved here in Canada.
 
I got RQ because I was working and living in USA before and after landing in Canada. They like to confirm my last 4 years of presence in Canada and make sure I am living here in Canada not in USA.

Some cases do go faster.

In particular, in the RQ discussions thread I was saying that the long and the short of how long RQ takes is, well, a long time for many, perhaps for most or even, and possibly nearly all. What is a long time varies, but a full year to a year and a half seems quite common, although more than a few report significantly longer than that even and sometimes the federal court cases reveal enough of the underlying timeline to see that more than two years is not all that uncommon either.



However, again, some cases do go faster; that is, some cases get returned to the file review process, in which event the delay may be only a couple or four months.


In particular, it does appear that some applicants who receive RQ, and who respond sufficiently to satisfy whatever questions there were that led to the imposition of RQ, have their cases returned to the file review process, in which case the delay is only a couple or four months. There is reference to this process in the applicable operational manuals. It is not apparent who might be so lucky, though some types of cases will definitely involve the long road RQ process, the long wait in the queue to see a Citizenship Judge in person, that is, some cases have no chance to be returned to the file review process.

Most obvious cases with no chance of being returned to the shorter process are those cases in which the applicant relies on qualitiative or Koo criteria for meeting the residency requirement. Thus, if there is any clue that the applicant was not actually, physically present in Canada for more than 1095 days in the relevant time frame, virtually no doubt, it will be the long road RQ process, the long wait in the queue to see a Citizenship Judge in person.

Other cases that appear to fall into the category of having little or no chance of being returned to the file review process include:

1) those who have work or resident visas/permits for other countries

2) those for whom CIC has observed some discrepancy between their residency calculation disclosure and evidence of actual travels

3) those who CIC apprehends or suspects have not presented or disclosed all travel documents (this seems to be quite common; I do not know what triggers this except it may be related to or arise largely in connection with applicants who have some indication of working or residing in other countries)

4) those who spent an extensive time abroad, especially, again, those who were working or residing abroad, after having submitted the citizenship application (this one seems to catch more than a few off guard, since the residency calculation itself is based only on the relevant four years prior to the day of submitting the application)

5) those for whom there are discrepancies or anomalies between the other information in the application, such as work or address history, and what is otherwise observed or inferred by CIC

-- the latter may be relative to what is reported in GCMS (this I suspect but have not yet seen direct reporting of it as yet . . . no one is reporting here, for example, that they have given conflicting address or work history) although it appears that there are other resources and tools being employed which help CIC to screen for potential discrepancies and anomalies . . . comparison of particular details for example for anomalies, say a residential address well west of Toronto and a workplace a two hour or more commute from there . . . I do not know what they actually look at, but it appears that they do screen the information looking for things that do not add up to them or that otherwise indicate to them that a closer look is warranted . . . and about this, about what triggers the "closer look" has been changing in the last two years, CIC (under this government) trending to screen the details and applicants significantly more thoroughly than in the past.

(Also note: this list is probably not nearly complete; these are the ones I have discerned from reports, federal cases, and the operational manuals. If anyone knows of other reasons why RQ might be imposed, particularly RQ that seems to inherently involve the long road RQ process, the long wait in the queue to see a Citizenship Judge in person, please do share.)

Pay particular attention to putting together your best case and setting it out in response to the item (I forget the number of the item in the RQ form . . . and such forms are often being amended so it may be different than the one I am familiar with) which calls for "additional information." This is the applicant's opportunity to submit supplemental pages in effect outlining and highlighting the proof of meeting the residency requirement, and if in this the applicant clearly makes reference to easily identified documents and other evidence included in the response, that should help bolster one's case considerably. The better organized and more persuasive the response to RQ is, the more chance there is (depending, though, on what the underlying question(s) was (were) that triggered RQ) of getting put back into the shorter timeline, or, at the least, of making it go easier once one does face the Citizenship Judge. And remember, while the quantity of evidence submitted matters, quality and clarity matter a great deal more.

Some who have been given RQ go for the massive document dump approach to responding. But, I tend to strongly believe a well organized, cogent, easily navigated response, with evidence and documentation that clearly illustrates relevant facts (especially dates and place for activity in Canada, but evidence of residential and work ties in Canada as well, even if it is indirect or what is oft-called "passive" evidence). Thus, I think it is worth saying, again, that while the quantity of evidence submitted matters, quality and clarity matter a great deal more.

Finally, again, go to the other threads and read back through some pages. There are links to the relevant operational manuals, for example, and discussions about particular cases (and links for many of these). This is an important step in life. Do your home work. Prepare and submit a strong response to the RQ and all should go well.
