Hello,

I have Canadian post graduate work permit which will expire on November 2018. I left Canada on Feb 19 2016 assuming my work permit is also my permit to re enter in Canada. Indian immigration authority did not allow me to proceed further.

I have USA B1/B2 visa. I have been to USA and came back around Jan 1st using Indian passport and Canadian post graduate work permit.
Can I go to Canada through USA as USA is exempt from multiple entry visa requirement?

Can I apply for multiple entry visa from USA in case Canada does not allow me to re enter?

What are chances of rejection if I apply for multiple entry visa for Canada?

1. No, you need a valid TRV to enter from the US. If you had only traveled to the US and St. Pierre et Miquelon, you wouldn't require one, but as you traveled outside you need a new TRV.
2. Yes, you can apply to a VAC in the US for a new TRV.
3. You may find the rejection rate higher in the US as you have no ties there.
