Manual Express Entry Application (not online)?

Hello,
I have a friend that I feel very comfortable should qualify. He lived in Canada for more than 8 years. He studied in Canada at university for 5 years and then worked in Canada for 3 years after graduation. He has excellent English language skills and is a computer (IT) professional. For personal reasons he went back overseas to his native country more than 3 years ago.
 
Now he is applying through the Express Entry system online and it is coming up saying "does not qualify". It does not even give him any "specific" reasons. Just the default letter saying disqualified either due to language, education, or work experience, when I know he has all!!
 
In the old system you could apply manually to an officer at CIC and have him look at the application. Any chance something like that exists now?

1. No, there isn't.
2. What he has to do is use the eligibility tool http://www.cic.gc.ca/ctc-vac/ee-start.asp to check his eligibility. Then go through each criteria to determine why he isn't eligible. He needs 67 points out of 100. One of the usual reasons is IELTs result, requires at least 6 in each module.
