Good afternoon! I have a question: I am a visitor in Canada now, and I'm doubting can i send my documents for a study permit to Los Angeles and receive it by post here, or it's better to go to my home country, Russia to apply for a study permit and a visa at the same time I am not sure about going to Russia because my visa may be not ready in time (my studies start in September). Thanks for consideration in this matter

1. You would have to apply on line or by mail to the LA office. I If accepted would have to submit your passport through the VAC in El Sugundo for your study permit. Or you could apply by paper through the VAC 2. Note that you will require a medical exam as well 3. Note the processing time is 10 weeks minimum http://www.cic.gc.ca/english/information/times/temp/students.asp#europe, as a Russian citizen, you can expect your processing time to be longer.
