What is a returning resident permit?
How can one apply for it? Does it mean that if one hold such  permit then he will not be worried about the residency obligations for time outside CA may be deemed as staying in CA.

1. The last time a RR permit was issued in was in 2002.
2. Now you apply for a Travel Document, if your PR card is no longer valid and you are outside Canada.
3. If it is issued, it gives you between 3 and 6 months to enter Canada, it doesn't preserve your PR status, it only allows you to enter Canada, where you would have to remain until you have 730 days of residency.
