RQ form says to provide docs for 4 years, so the ranges and supporting documents for corresponding sections in RQ should be for 4 years as well. BUT this period is being overridden frequently in some sections of RQ form where it asks for info from arrival to current date, for example. In this cases both info and supporting docs should cover that period, but with more focus on proving residency in a relevant 4 year period.

Check this post and links to RQ resources (eileen's site) for starters:

All document requests in the RQ form are for, at the minimum, the relevant four year time frame specified.

Additionally, some particular items in the RQ form further request documents ranging from date of arrival to current date, the date the response to the RQ is being submitted. The applicant should follow the more specific instruction for these items, that is, the applicant should provide documentation for the additional time period as well as the specific four years. These are quite clearly stated in the RQ form.

Probably no need to be overly inclusive in this regard. The most important time period for documentatino is the four years that are relevant to the residency calculation. However, it is always best to follow the instructions, and thus better to provide the documents for the additional time periods (as applies to the applicant in particular). The difference is that to the extent one's documentation is light or weak for any item during the four years that really count, it is important to make up for that by providing alternative documentation. In contrast, for periods outside those four years, this is less important -- main thing for this aspect is to be as reasonably complete as practical and to, of course, not be evasive, and not be concealing or withholding relevant documentation.

Bureaucracy is what bureaucracy does, or When in doubt, follow the instructions. Otherwise, follow the instructions.
