Dear All,

Started a Post Test RQ received applicants topic, so that we can trace each others issues & timelines. Looks like we have a couple of us scattered in the other discussion topics like Citizenship time line , RQ discussions & RQ timeline. Please post ur timelines & further communications here if u wish.

Since there are 2 separate categories of RQ receipients like Pre & post test, the delayed timelines for post test RQ's is not getting highlighted in the regular RQ timeline topic. Most of us have almost or above 35 months timeline now. Looks like CIC has published the 35 month timeline only for pre -test RQ receipients, because if u look some at some of the pre-test RQ applicants in this forum, it shows their papers are getting processed within these timelines.

October the 4th - 46 months since I applied / 32 months since RQ is received by CIC 

office - Mississauga ( initially) /st. Clair
applied - Dec 04 , 2009
test/RQ - Feb 15, 2011 (passed)

Cic last activity - Sep 24 , 2013 - letter saying that my case is still in process, and I may want to renew pr card and advised to do so. ( mine is expired)




( reason RQ issued: failed to provide old passport, brought photocopies of not all pages from the old passport - "can't trust me as I'm hiding smth")

No news since then but I can see through the ATIP that my security checks were renewed this year.

This waiting cost me too much and I feel the pain of every one here but I hope we will get out of this tunnel at the end.

Forgot to add my own timeline.

Application submitted- Nov 2010
Ackowledgement received - Feb 2011
Test - Sept 2011
Rq received- 1 on test date & 1 by mail in - Nov 2011
Complete RQ submitted with supporting documents - Nov 2011

from then till now only waiting!!!!!! Passed the test known from the ATIP done twice this year i.e 2013

Reason for RQ- Not known,

Will complete 35 months since application on 15th oct

WAITING ..............

 Reason for the RQ given by the test interviewer was, I was unemployed for 8 months when i landed in the country. I had well over 1095 days before i applied. 

ordered ATIP in june 2013. shows I have passed the test and RQ on shelf at st.clair to be processed. 

I will be ordering ATIP reports every 3 months since i don't see a point calling the call center and and have disabled checking online status.

usually it takes 5 weeks, if you don't get by October 10th, I think you can email them

Thanks Greeny! I hope something happened for the past three months which I doubt. I've no hope to see anything before the 48 months in the best case scenario. The 35 months bench mark is just a number.

1- citizenship application specifically , from ........ to............. (should write the date i become PR untll today or until the day I applied ? 4 years,
2- q,8 if you have less then 1095 explain the reason? (I am over 1095 day should I leave empty or write N/A ?
3- Write your family members and where they live since you been in Canada? ( My dad and big brother pass away before  i come to Canada should I write them or just others,

it's interesting  refreshmentLOL at my Ecas ( for the first time after invitation for the test in January 2011)
"We sent you a letter on September 24, 2013. If you have not yet provided the information or the requested documents, please do so as soon as possible. Please wait until you receive the letter before sending us additional information, as the letter will outline all information that is required. Please consider delays in mail delivery before contacting us."

in letter that came they are writing about my correspondence, actually I called to CIC and they made the second report inquiry on the dated stated in the letter.

Pay attention to "WAIT and don't call us"LOL

the letter itself recommended me to renew my pr card and acknowledged RQ docs to be received in March 2011.

Hey All

 

I had ordered my Physical files through the ATIP. I just received it yesterday. I must say it does give a lot more information on what’s going on with the application. I see all the remarks and details of why i got RQ'ed. 

 

Just before the citizenship test, my application was being reviewed and I see that officer has made some remarks on my case in order to issue me the RQ. 

 

Remarks: On OCT 4 2012 (1 month before the test)

 

1.      1. No PRC card rec’d ( I am not sure what does this mean)

2.      2. JMW CCT PRC SYD ( I had applied for PR card Renewal – Requested for urgent process 2 months after I put my PR card renewal application but they declined it because my application was already in process)

3.      3. PR card exchange required. Client states 356 days absent.(When I applied for my citizenship in OCT 2011, I had 296 days absent from Canada. After I applied for Citizenship, I traveled out of the country for about 60 days in total and then applied for PR card renewal in August 2012. So my application for PR card renewal states 356 days which is a concern to them)

4.      4. Spouse living aboard with child. ( My child was born out of Canada and I was waiting for my son’s immigration to be processed. Thats why wife was living abroad with child. This might have raised the red flag for my RQ)

 

In the Foss report they have highlighted:

 

Client relations specialist received urgent request for PR card. Request refused.

 

From all this, what I understand is that any travel after applying for Citizenship might raise flags for the issue of RQ. If any of the family member lives abroad for prolonged period that can be a cause.  So even if I had more than enough days to apply for citizenship and fulfilled all the requirements, it is not enough.


Edit: i was unemployed for 8 months after i landed in Canada which is the reason i was given by the test interviewer for the issue of RQ

 

Any comments on this is much appreciated.

Hi asifatt,

Thnks for putting the info in the table format. U can add the details of my office which is St clair now. Initially it was Mississauga.

there are more people too in this Post Rq category like wailtys,waiting for citizenship, compliance, RobertB, Meeru, and many more. Can u add thier timeline too?

How much time it took for youto get the physical ATIP report? What is the last update it has in ur file now?

Yes i thought the table would make it easier to track the timeline. I'll update others soon. 

I got the ATIP by mail. They sent me a CD. It took 35 days. 

The last update is Responsible Officer on 2013/01/31. I believe it mean my file has been assigned to an officer.
The last notes i see is they received my package and to be matched to file on the RQ shelf in ST.clair

Did the test in October of 2012. Got the RQ same day I think at the centre or it was mailed to me - not sure. Filled that out and ATIP issued last week shows that it was filed.

So, how long is the Queue? Does it mean it's not reviewed at all yet? and does it mean that I can get more RQs? What if my RQ is not complete? I am not sure if I took it seriously but now all the reading about it makes me worried.

The Queue is indefinite. Although there is nothing to be discouraged about as these delays are normal with CIC when the RQ is issued. It can take 1 year or 3 years time for the file to be reviewed. You just have to wait it out and hope for the best. 

No you will not get any more RQ's. If your RQ is incomplete CIC will send you a letter and request for more information. This can delay your application significantly and they may refer your case to a judge hearing.  

---- Just as a side note about you being worried about Citizenship and RQ drama.

Nothing is there to worry about. These are normal symptoms when a person get the RQ and the effects that it has on your brains are just temporary. Your frustration and pain will subside with time. It might take a few month or a few years but you DO NOT need to worry.  You will soon realize that Canada’s Ex-immigration and Citizenship minister and CIC wants you to be a worthy Canadian. They want to test your ability to sustain frustration, pain and all other non-sense they can throw at you. They presume everybody guilty until proven innocent unlike the justice system where you are innocent until proven guilty. So please Don’t Worry. Just relax, Drink Beer, BBQ in your back yard and watch hockey. You will eventually become a Canadian Citizen :D

Hi Devon,
Don't worry call again and they will tell you different answer and then call again a new answer. Honestly, they don't know any thing. Some time they tell a person whi has an application from 2009/2010 your application is received and the RQ also has been received as if the called who is in pain for the last 3 years doesn't know that. Simply, no one know and know one can do any thing about it. Just wait and wait and.................Cry

Just had a chat with Immigration lawyer today.

I went with my cousin for him and his family to file for citizenship (he does not want to take any chances even though it’s an easy process to file a citizenship application), so I had a chat with the lawyer about the RQ fiasco.

 He said he has helped many clients with their RQ and till date out of 100’s of clients he has for RQ, less than 20 applicants have been processed and received their Citizenship so far. His take on RQ is that it is one of the worst implemented fraud measures taken by CIC and they have created massive backlog (dint have nice things to say about Jason Kenny). Any new measures that are been taken at this time will be for new applicants only so other who have applied in 2011 and 2012 and especially who have been given RQ will not be processed anytime soon.

Interestingly, he said some of his clients withdrew their citizenship application that received RQ and have reapplied for citizenship. He based their new application on the fact that they have taken none/few short vacation trips; employed full time for the past 4 years, have not changed addresses.

His advice to me is to reapply based on the fact I have been given post-test RQ and it is being processed at the St.Clair office, which is the slowest office in Canada due to their massive backlog.

Seeing the timeline of post-test RQ victims, and no one reporting any progress on their application, I doubt my RQ/Citizenship is going to have any progress in the foreseeable future.

I am speechless as to what to say of this mess created by CIC.

I am wondering why can't the lawyers get together and find clients like us to file a class-action lawsuit against CIC? That way no one person or applicant can be penalised by CIC and also it will give courage to all post test RQ receipents like us courage to come togethr, otherwise each one is scared of facing the burnt from CIC if they try to show their revolt individually. I know Eileen has a grp, but what next after contacting MP's , press etc. It is not moving anywhere this struggle of ours !!!

I think there was a lawyer in GTA who was gathering people of class action that Eileen had posted about some time back. If you are interested in pursuing class action, that lawyer may be for you.

I used to call CIC once in 2-3 months.. To be honest, it doesn't bother me much anymore..

Latest update: called to get the update after 35 month processing time passed. They say they have 3 months to reply. Don't really look forward to any update from them, though. I am seeking to see if they have an office I can write a formal complaint about their unreasonable processing times.

Also, they told my MP in August that this person's file will take 35+ months, maximum of 48 months. I am not sure even if that maximum is accurate as I have heard people getting in 17 month queue for judge hearing. That is once their RQ is processed... mine hasn't even got there, yet.

It's interesting if CIC will contact you via mail to respond this inquiry by call center, as they did with mine, I was surprised to get mail from CIC , though it was the second inquiry, keep us posted, please.
and that mail was reflected in ECAS just right away.

Dear RobertB & waitingfor citicizenship,

Identical status with my ATIP report too. No update or movement in the entire application, since they last received the RQ documents in Nov 2011. After that it only shows that I have requested ATIP from them twice this year. Looks like all of us the 2011 RQ receipients are in the same batch, wherein either they have lost our documents or due to some techincal error in their system our files have gone on an indefinite hold of some sort.

Ridiculous !!! They gave us only 30 days to submit our RQ documents back and they are taking 3+ yrs to even assign a officer to review it. So far my RQ has'nt evn being assigned to anyone for review.

Any ideas what should be our next step?   Should we get together and visit the St Clair or Mississauga office to chk on our applications????

Hi Rqcadet: The same thing with me. No update at all except some back ground check renewals. The last update 10 months ago. So, the next time they touch the file all the security checks would be expired then they have to go again for another few months to renew it and the circle go and go. I don't know what is the right thing to do. It's easy to be told wait and be patient but when every new landed immigrants are getting their citizenship and I am waiting it make the subject of jokes. I wish there was a reason for the RQ in the first place!!!!!Cry

Looks like post test RQ's (2009-2010) are put on the back bench. I have seen on this forum Pre test RQ's moving to oath within 25 months. But for Post test RQ's, very slow movement and if so, movement for mid - 2009 applicants. For them to start looking at 2010 will take maybe a year more though I hope it gets resolved asap.

Is there no way, we can get CIC to give us a firm time period in which they will process our application. Without this, you never know we will be waiting forever......

There are various activist efforts to address the unreasonable timelines at CIC, which are discussed in a number of topics here. I suspect some of these are having some impact, but how much so is very difficult to ascertain.

The ministers (Kenney previously, now Alexander) have acknowledged that processing times are unreasonable and have vowed to pursue remedies to improve processing. How genuine those efforts are, and how successful those so far implemented have been or will be, is still unknown. So far the prognosis is not good.

Individuals whose application has been delayed longer than other applicants in similar circumstances may consider consulting with a lawyer to determine if an application for a Writ of Mandamus is warranted. Thus, efforts to persuade Parliament, or at least CIC, to further address the unreasonable timelines, are probably better focused on incentives to improve efficiencies and timelines generally, not aimed at legislation or rule changes to impose definitive timelines (again, chances of success for this are remote or non-existent).

You should write your country of citizenship. 

They only ask you that question is because some people might carry dual citizenship of must have been citizens of 2 or more countries before they applied for Canada citizenship.

One day in Aug 2013 some CIC officer had called and said that your RQ which we had sent is missing with documents we had submitted but on searching in the box she found it,later after 4 days on calling CIC agent, he had informed you had passed the test and your file has gone to CJ to for decision.During this process they had asked for birth certificates of 2 children(under 18 application submitted toegethar). We submitted the birth certificates taken from our consulate in Toronto because in orignal we only had the name of one only parent.MAYBE because of this or we dont know why the file has gone to CJ .

There is an interesting change in my case.
 
As I sumbitted my RQ along with a large number of valid documents in June 2011, I was not able to submit my CBSA report as I received it later than my submission of RQ. I talked to a lawyer casually who advised me to submit the CBSA report. I sent my CBSA report in the first week of October which has been acknowledged by the St. Clair office writing me a letter:
 
That they have received my RQ in October 2013, and that the RQ is in the inventory in St. Clair office. (they have not mentioned anywhere that its being reviewed or not)
 
Then the letter states that in the meantime you renew your valid PR cards.
 
Besides this my online application status has also been changed to another paragraph similar to the pervious one that:
 
We send a letter ........................If you have not send your documents etc. etc. .......... please do so.......
 
I just wanna know what is this means?
 
 
Application sent: Nov. 2009,
Test: Jan. 2011 (passed as per ATIP)
RQ: May 2011
RQ sent back: Jun. 2011

Hey Rq-Discuss,

I do not understand from your post that why ST Clair is acknowledging your CBSA report by saying your RQ received in OCT 2013, whereas you actually submitted the completed RQ In June 2011?

I hope they do not take your RQ timeline wait period from OCT 2013 instead of June 2011. I suggest please clarify with your lawyer this situation?

I hav an update from the MP's office CIC Case Specialist guy, today about the timelines of RQ processing.

According to him they are in touch with the Minister's office on daily basis and they can only act on your behalf to check on the status of your application once you have crossed the 36 months from receipt of RQ timeline. According to him the timline for RQ processing currently is between 36- 48 months from receipt of RQ at CIC and not from receipt of application. That timeline posted on line according to him is the Goal they are aiming to achieve of CIC. According to him 35,000 RQ's have been issued. From his talks looks like he meant all these were issued in GTA especially from Mississauga alone because they want to catch Fraudulent applicants.


IN short MP's offices are point blank refusing to even take your details down to make an inquiry into your status if you have not completed 36 months from receipt of RQ submission.

Why are RQs treated like this...36 months to apply for citizenship ,48 months for RQ Cry ,3 years residency, 2 years processing...does this mean 9 years to get citizenship

Well, I just received the RQ, just 3 weeks after presenting a perfect exam (20 out of 20) and what I thought was a perfect dossier, the lady who reviewed my passport said nothing. Im really depressed at the moment, can it seriously take 3 more years?...

Question about the RQ: do you need to send the original documents? (i.e. the original T4s) or photocopies are ok?

Sorry to hear about your post-test RQ. I thought that only pre-test RQs are being given nowadays. Do you have any clue what could have been the reason for the RQ?

galactus - you do not need to submit originals; photocopies are fine. Most important to send are the travel records and health (OHIP) records.

Finally I sent my rq doc,, for who want to deliver by him self to Montreal office they are not accepting document from applicant , they have phone number on the door you call the company they send you a guy and charge you $ 12,5 which no change answer so you have to pay 15 :))) and he goes up and give you signed receive receipt :)))  any way I sent mine and will wait 3 more years,

I am curious as to whether the person calling the CIC Specialist was aware of this discrepancy? It seems CIC is making up the rules now, as they go along.

There's no credibility left, they've pulled these numbers from... you know. In https://secure.immigration.ca/forum/forum_posts.asp?TID=13396&title=cic-cit-processing-stats-q12013-detailed - this report 2012 ends with 24 months processing time nationally, while web site says September 2012 ended with 25 month timeline? There's very little possibility both of these are true.

That was exactly what my MP(Mississauga) office told me, I asked them to query for my application, which they did(My ATIP shows that) and contacted Cic twice for an update, they sent me a letter in writing stating that "RQ processing timeline is 48 months from "RQ issue date" and that is official timeline given to them by Cic itself.

It is, no doubt, disappointing, disconcerting, and frustrating to get RQ at any stage of the proceedings, but particularly so after the test. And, indeed, the timeline is both long and unpredictable. How long in the particular case can vary greatly, including depending on which local office it is, why the post-test RQ was issued, and of course on the facts and circumstances, including response to the RQ, in the individual case. Best bet is that yes it is likely to be a long while.

While a number of people are trying to follow every twist and turn in current processing results related to how long things are taking, to my view that is in effect an effort to read tea leaves in the dark. It is going to be awhile. Months for sure. Probably more than a year. Perhaps two or three years. For a few even longer. Where a particular individual will come out in that range is nearly impossible to forecast.

The key: follow the instructions, be as accurate as possible, as complete as reasonably possible, and submit it on time. If you cannot obtain all the documentation you want to submit on time, send what you have and note with explanation what you are not including and why not.

Generally photocopies should be sent unless an instruction specifically requests the original. Beyond those, what else an applicant should submit is a very personal decision. In particular, how much more is a very personal decision. But, for example, if any of those listed above (travel documents; proof of place of abode; CRA NoA and T4s) are missing, or there are gaps in employment, or gaps in the proof of place of residence, the applicant will likely want to include additional alternative documentation -- and focus in particular on any time periods for which there were gaps in the key documentation (such as time during which the applicant cannot show a lease for where the applicant was living in Canada, as one example).

By the way, the significance of records indicating the dates health care services were utilized varies significantly from one individual to the next; it would not be unusual for a young, healthy person to have minimal records of this sort, and that is not a problem. On the other hand, for someone with a chronic medical condition that clearly requires frequent medical care, the absence of records to show that care was being obtained in Canada is, of course, a red flag (that could suggest the person may have been obtaining health care outside Canada). Most such things are common sense.

No clue at all, which is the most frustrating. I have barely been outside of Canada for 40 days total AT MOST in the past 5 years, which was clear in my passport when I took the test. I started working barely 2 weeks after I first arrived in Canada and I have not been unemployed since, the same for my wife. There are some papers I know I wont be able to gather (i.e. proof I paid my rent in 2008), which stresses me a lot. I find the lack of transparency and the insane times of the whole process simply insulting.

I was said many times about 48 months since RQ DATE RECEIVED , moreover , once I was said not to call until march 14, 2015, and at that time rep said it just spontaneously  as if the dated is stated in my file and he just see it.
later  it was  36 months and the 'add-on' phrase was chameleonic LOL -  "since applied" or "since Rq received"

for my case it will be 36 months since RQ received in March 2014 , soon yeeh?Big smile

Not all documents are necessary. If the documents submitted tend to prove that the applicant settled in Canada, lived in Canada, worked in Canada, and was physically present in Canada for the time periods the applicant declared to be in Canada, that will suffice subject, of course, to the influence of any negative factors, if there are any.

In other words, the applicant I just described probably has no need to worry much at all about the ultimate outcome.

That said, however, there is the question about why RQ was issued. Pre-test RQ may be issued based on a range of relatively technical factors which are merely risk indicators triggering CIC's request for additional information and documentation, and there is not necessarily any reason for suspicion. There may have been a technical reason the post-test RQ was issued, not involving any substantive issue, question, or concern, just a trigger which under current CIC policy results in the issuance of RQ, but my sense is that is less likely than there is something which CIC has perceived to be awry. It could be as simple as CIC having identified a date of entry into Canada not accurately declared in your residency calculation (reminder: passport does not prove all dates of travel, just the dates of travel reflected in the contents of stamps and such in the passport; it does not affirm there was no other travel), based on either a CBSA record or a POE note to your FOSS. I am not suggesting that is why you got RQ, but offering this as some examples among many which could be underlying CIC's decision to issue RQ. It could be a mere coincidence, a residential address in your address history that has just happened to be similar to one used by someone else who was suspected of residency fraud; that would make it a suspect address and that will trigger RQ. It could be that someone at CIC thinks the handwriting on your application or other form filed with CIC, or the signatures on your Identification and application, or the residency calculation, do not appear to be by the same person. There are a myriad of reasons why the RQ was issued.

The important thing is to objectively evaluate yourself (being as self-critical as possible), your application, your history, not looking at what makes you qualified but trying to identify anything that could raise an issue. If in doing this, you are satisfied you not only are clearly qualified, but that you appear to be qualified and there is no apparent credibility issue, no need to worry. Do your best to respond appropriately to the RQ and all should go well.




Regarding the lack of proof of rent payment for a period of time:


If you had a lease, or even if you have proof of payment for some of the time you lived at the same address, that should be sufficient so long as otherwise your information is complete and accurate, and your documentation otherwise consists of all relevant travel documents, plus CRA Notices of Assessment and T4s for all years you reported as resident in Canada, plus lease and proof of payment (or documentation of ownership) as to your place of actual abode for all other months you reported residing in Canada, plus a significant amount of other documentation corroborating ties to Canada (ranging from spouse's employment and presence to health care records, dentist visits, other activities -- no need to go overbroad).

That is, as long as there is only a relatively small gap in the proof of place of abode, and there is proof of being employed at a location in Canada for that period of time, and the rest of the proof adequately covers place of abode and place of employment for all the rest of the time period, and there are no inconsistencies, troubling incongruities, suspicious circumstances, apparent evasiveness or deception, things should go OK.

While others here may give the impression that CIC is engaged in a draconian campaign to thwart the citizenship plans of qualified applicants, I truly believe that is not the case, that CIC is generally liberal and CJs often generous in how they assess applicants, even though, yes, the RQ process itself constitutes a major intrusion, inconvenience, and delay; that is, the ultimate outcome is not much at risk for anyone who has a reasonable amount of documentation to back up their information. For CIC, the RQ process is largely a process of verification, and only if and when CIC actually perceives, almost always based on substantive reasons, that the applicant is not qualified or has not accurately disclosed all absences, does it turn adversarial and more difficult.

There are exceptions. The failure to present all travel documents tends to result in CIC becoming adversarial, and thus if for whatever reason CIC perceives that an applicant has used some alternative travel documents which have not been disclosed and presented, that is enough to tip the process into a more adversarial mode even if there are not overt indications the applicant has failed to disclose all travel. Among other examples, some applicants who leave Canada for an extended time after applying appear to be targeted for a more adversarial process.

But, again, if you came to Canada, settled in Canada, and have been living and working in Canada as you describe, and submit a reasonably complete response to the RQ, the odds are very, very good you will not run into much difficulty other than the inconvenience of RQ and the delay it causes, no serious risk of an unfavourable outcome.

Caution: CP 5 "Residence" is out-of-date, and is particularly so in regards to the risk indicators or reasons for questioning residency, as well as the assessment of residency.

CIC is not updating this Operational Manual and is not publicly publishing OB 407 (which includes instructions to amend CP 5), although portions of OB 407 have been disclosed publicly in response to ATI requests. OB 407 modifies CIC's approach to residency and RQ in many very substantial respects.

dpenabill: thanks a lot. Im trying to get my RQ as bulletproof as possible. Now that I think of it, there was actually an "error" with my application: for each travel, the woman re-calculated the numbers spent adding 1. That is because the way I calculated the absence days was : exit_date - entry_date, which (debatable) underestimates each travel by one day. (i.e. if you enter the united states january the 20th and exit january the 21th, you should count 2 days of absence, but I I calculated only 1, the dates were correct, tho). The woman corrected my 3 trips that way (for a grand total of 3 extra days of absence!). My wife had the same issue, but she had 6 trips, therefore 6 extra days. We were still way far from a problematic number of absence days, but that is seriously the only thing that I can think could have triggered the RQ automatically. *sigh*

(However, the dates/absence days issue makes no much sense, since I actually used the Residence Calculator from CIC to calculate those days, yet still the woman who reviewed my application seemed to correct that)
