Hy everyone,

I am a student in Quebec at a Cegep studying in a technical field. I have arrived here in August 2010 and I hold a valid student permit until August 2013. When I applied for my student permit I marked that my wife will NOT accompany me to Canada. I was instructed to do so by a ''very benevolent" person. My wife and I have been legally married since 2006 so this is not something "sudden".
My question is : Can she still apply for a temporary resident visa and an open work permit (for the three year period)  based on my student permit?
We have 20000 CAD as finaces and I also receive a scolarship.
