is there a policy or a certain law in here for those who has a student visa, but they are not studying, instead they are working under the table jobs??? are there any PUNISHMENTS??CONSEQUENCES??? WHAT ARE THEY??? can anyone help me?

If you are not studying then your student visa is no longer valid. If you are caught working illegally then that is grounds for your removal. It may also have a negative impact on a PR application if one files for it.
Application sent May 13, 2010
Started processing July 22, 2010.
Decision made March 7, 2011
Landed April 13th 2011
The whole process took exactly 11 months!

Yeah you go and do that.
These students paid huge amount of tuition fees to Canadian institutions.

If they start doing raids and catching and deporting these students, guess what will happen....number of students coming in will decrease because of the FEAR.....meaning the canadian educational institutions will be crying for more money......because these institutions make alot of money from the FEES they charge international students.
Result: Local students will pay more fees!

Everybody knows students come for study and eventually to settle here. Not many come just for degree at huge cost.....just afew.....

While you may be doing a good deed, it may mean ruining another's life.....who knows maybe that person is a family's only hope.....

Live and let live. We should focus more on Canadians who are abusing the welfare/disability/EI systems, or those who don't want to work and just want to live on public funds and welfare...

but the thing is, they have an student visa, but they are not studying... they were not enrolled in any institution...

Simple math.

If student visa and working under the table
1) he/she will be legal to stay in canada until his student permit exrpies
2) He/she will be deported if they caught while working under the table.
 
Student Permit - Work Permit - PG work permit - PNP Route - PR Granted.

Yes..! I highly suggest not to do that...! and even if you have a valid Student Work Permit still you can work only 20 Hours a week during your Student Visa Period..!
