Canadian immigration recognizes certain categories of occupations that require a work permit but are exempt from the labour market opinion requirement from Human Resources and Skills Development Canada (HRSDC).

International agreements that facilitate the movement of foreign workers: This category includes both licensed and un-licensed professionals, brokers, investors and business people seeking to enter the Canadian labor market under certain international agreements, like NAFTA or the CCFTA.

Job offer in a specific occupation in a specific region or territory:  The provinces and territories have the authority to create categories of occupation-specific work permits exempt from the LMO process because the occupation is in high demand in the province. This allows the province to more easily attract foreign workers with the skills in need in their labor market.

Senior/Executive level or specialized knowledge intra-company transferees and entrepreneurs: Canadian immigration has designated classes of individuals who will be providing a significant benefit to the Canadian economy for example, some specific types of entrepreneurs, employees transferred to a Canadian branch, affiliate or subsidiary of the same company.

Exchange programs participants:
Canada participates in various exchange programs for youth, teachers and other reciprocal exchange programs. Under these programs Canadians and foreign workers, or foreign students, can easily work and study in Canada and throughout the world.

Co-op students:  Foreign students who are studying in Canada and who need to do co-op work placements as part of their program of study.

Spouses: Spouses and common-law partners of certain foreign students who are currently studying or working under the Post-Graduation Work Permit Program. This exemption applies to spouses who are not themselves enrolled in full-time studies and spouses and common-law partners of certain skilled foreign workers.

Dependent children of skilled workers: Working-age dependent children of certain skilled foreign workers who plan to work in Alberta or Ontario.

Academics and students: Certain academics and students.

Religious workers: People doing charitable or religious work.

Others: Certain people who need to support themselves while they are in Canada for other reasons such as the refugee determination process.
