My wife has got student visa for a year, now i want to apply for dependent visa. can somebody guide me about this process? what are the eligibility criteria ? how log does it takes ?

Apply for a TRV and attach a copy of your wife's study permit. Processing time depends on where you are applying. http://www.cic.gc.ca/english/pdf/kits/guides/5269E.PDF pp7-8
