Can I come back to Canada on study permit after getting deported due to a family member's criminal inadmissibility?

You can try. However keep in mind that as part of the study permit application, you must prove that you have strong ties to your home country and have no plans to remain in Canada long term. If they suspect you are interested in staying longer, it's very likely the study visa will be refused.
