Second PR Process

Hi,

Would appreciate if anyone could share any knowledge of applying for PR a second time. I haven't been able to meet my residency obligations since landing 3 years ago but want to move to Canada 1 year down the line. Reading this forum it seems my best option is to surrender my current PR and reapply. Would you agree? Would appreciate if anyone could share any other option they could think of. Also, any idea whether not having met residency requirements the first time around affect the chances of second application getting approved (Federal or Quebec)?
