Hi my name is Dhruv. Just now I am in Canada on students visa. I have done B. Physiotherapy in India and I have 17 months of work experience in India. My question is when I can apply for PR? Can I apply for PR before I finish my studies? or any other suggestions are most welcome.

Check to see if you will be qualified to apply under the Experience Class in the future. It depends on what course you are currently taking. Your studies and experience in India will not count, unfortunately. You can start reading from here:

After graduating from your studies, the bet option is to apply for Post-Graduation Work Permit. And only then for PR under Canadian Experienced Class
