How long do I need to wait for oath

Hello, I have submitted my citizen application in March, 2017, and passed citizen text in June, however, 4 months past after exam, it's still in process and no any updated. I rang CIC and been told by one of the angent that my prohibition check even does not start yet. Most of my friends finished all steps around 6 months or 8 months in Toronto area. And normally the person get response for oath within 2-4 months after exam. Why my case take such a long time? How long do I need to wait further? What can I do now? thanks.
