My PR card is expiring in Feb 2017.

if i apply now will it have the issue date from feb 2018 and will it be from the date it was issued (from this year)?

 any suggestions .. the sooner the better or should i apply in june or later of this year?

It would have the date that it was issued, for instance if issued in June 2017, it will reference June 2017.

Even if your PR card expires, an applicant still remains a PR if they continue to satisfy the residence requirements. The PR card itself is not what solely determines your status.

If you are not in Canada or if you need to travel outside of Canada before you receive a a new PR card, you will need to apply for a travel document to re-enter Canada. You will need to provide evidence that you have respected the residence laws of being physically present inside Canada for 2 years in the previous 5 years.
