TRV while on a visit visa to US

My husband and I are planning a trip to LA and the surrounding areas in May 2017 for about 40 days. My husband has a Pakistani passport and I'm a Canadian citizen along with our son. We live together in Pakistan and have not yet applied for spousal sponsorship because my husband doesn't want to move just yet. Having said that, I would like for my husband to visit Canada during this trip and we were wondering the following things:

1. Can he apply for Canadian TRV from LA while on a visit visa to the US?
2. If yes, do we have enough time in the US for his passport to come back on time?
3. What are his chances for approval? The reason we are not applying for a visa from Pakistan is because he was denied a TRV in 2014 because of strong ties. At that point, I was in Canada and had sent him an invitation to visit. 
4. How should the application be packaged i.e. what kind of documentation do we need?

Any other suggestions and ideas will be greatly appreciated! Thank you.
