How to appeal a visa refusal

My mother in law has been refused a visitors visa ( not supervisa) to come to Canada from the Philippines 4 times in the last 6 months, based on insufficient funds. She has $40, 000 Cdn $ and both myself and my wife are working and have $25,000 in savings. Is it worth challenging this through a lawyer or is there any other recourse available to us ?? Thanks
