PGWP delayed too long :(

Hello guys.
I had applied for my PGWP(Post Graduate Work Permit) in the end of May 2015 that it was 26th of May.
My previous study permit and off campus work permit were expired in the end of July.

I have been in Canada as an implied status since the end of July because I have been waiting for my PGWP.

I should have had PGWP last month at least. However, I have no idea when it is supposed to be sent to me. The processing time had already been past, but my application is still being processed according to CIC website and when I call to CIC.

I have waited for around 170 days.... I have no clue when it comes to me.

Do you guys have any suggestions or ways to make sure if it would be sent to me?

Please help me..
