Should I apply to an office outside Canada?

Hi,
Im working on the forms to sponsor my common law partner (with whom I have a 1.5yr old son) who is Australian to Canada.
My question is:
Should I apply to an office in Canada or outside Canada?
is there a difference?

1. Where is your C/law partner?
2. If he is in Australia or was not ADMITTED to Canada for 1 year, then you don't have a choice, you send the sponsorship and his application to Mississauga and you choose Sydney Au. as the processing office.
3. If he is in Canada and was ADMITTED for 1 year, then it is Mississauga and you can choose either CPP-Ottawa or Sydney Au. as the processing office.
4. If he is in Canada and you want to do an "In Canada" spousal application then you send the whole package to Vegreville.
5. See: http://www.cic.gc.ca/english/information/times/perm-fc.asp for the various processing times for 80% of the applications.
6. Note that there are 2 application packages 1 or "In Canada spousal" and 1 for "out of Canada"
