WX-1 Visa and Work Permit

Hi, 
I have been admitted as a visiting researcher by a substantial canadian university for a year, but since the source of funds for my research is from my home country the visa office, here, issued me and my spouse WX-1 and  Visitor visas. 

Would you please let me know if I can apply for a work permit (even a very limited one) at the port of entry?

Also, can we apply for an open work permit at the port of entry for my wife?
