Waiting for approval of work permit application

Dear all

I wonder whether it is best to wait outside Canada until the work permit application is approved or whether it is also possible to travel to Canada as a visitor and then wait for the approval while in Canada?

As a German citizen, I am visa-exempt if I only want to visit.
