Temp Residence Visa application from India

I have to go India on emergency after applying for the work permit within next week. My Canadian visa also expired in next week. I can not afford to wait to receive work permit or visa application. My question is can I apply for temporary residence visa from India based on my post graduation work permit. This is required to re-enter into Canada from India.
