This is confusing question...what is the birth place of confederation

Pg 18 of guide under Confederation says NS, NB and Province of Canada. It does not even talk about PEI. Then pg 46 says PEI is the birthplace.

I don't remember which practice test website, but one of them had this question and it says

NB, NS, QB, ON is correct answer. I am assuming they split Province of Canada into QB, ON as that's what ultimately ended up happening. But one of the choices was also PEI, NB, NS, QB and I would have thought that is correct answer.

I hope the actual CIC test does have some logical choices.

	province of canada is quebec+ontario confederation is province of canada + new brunswick + nova scotia
