Just found out that my application's status is "In Process". Does that mean it is definitely considered complete, or may it still be returned as "incomplete" for some reason?

It's complete, but CIC may request additional documents later, of course.

Ditto EasyRider.
Additional note: the completeness check is a formality, based on the technical requirements of what CIC requires to be provided in an application for citizenship. Recent reports indicate it is strictly applied. The application must include the specified information and documentation or it is returned to the applicant, and is thus not "in process." That has nothing to do with whether the information meets the substantive requirements, and in particular is not about the completeness of the contents in any assessment sense. For example, it does not amount to a determination that the applicant has completely declared all residential addresses or employment. |

Bureaucracy is what bureaucracy does, or When in doubt, follow the instructions. Otherwise, follow the instructions.
