Is this Sel Dec =1 or PSDEC =1 ? this is exactly the application on wch psdec is 1 If there is PSDEC =1, and the medical attached within the caips, the seldec is definitely =1, as it is not mentioned in the caips, as i have posted earlier also, in 2004 forum. Don't rely on figures given or disclosed by Mr. Kenney.
This figure of 20000 does not have any base, same as 130 million $ distributed as refund to 280000 applicants.
Kenney says he has reduced backlog by 50 % (850000 to 300000) but here tail end of 2003 to 2004, 2005, 2006, 2008 are still sitting in their respective countries.
These all figures are eyewash.

Kenney has planned to send refunds to 300000 which also includes dependents. This figure is only for 2006 and onwards. 2004 and 05 are not his target. 20000 figure is from 2006 and onwards. So overall 200s and 05 are safe.
