Hi Immigration Gurus,

I am a 34 year old US Citizen.  I was a Landed Immigrant in Canada when I was 6 years old until I was 10 years old.

Apparently my status was never relinquished as I am informed when I attempt to visit Canada on a regular basis.

I have contacted Los Angeles consulate, San Francisco consulate -- all with very little luck.  They suggested most recently that I apply for a travel document (which I don't qualify to receive), but I filled out the form anyway and sent it in. 

They returned it by Certified Mail with a request for the fee, my original passport (which I don't have), a US immigration document (which I don't have) and 2 passport photos.

I'm not looking to establish my permanent residency in Canada, just to clear up why the Canadian border guys harass me every time I go in.

Is this something I need to resolve?  How do I resolve it, if so?  This is extraordinarily frustrating as I'm not getting anywhere in the endless back and forth with Los Angeles as the office seems completely incapable of doing anything beyond the rote application process.

Any help is appreciated.

Either voluntarily relinquish your PR status at the consulate or at the Port of Entry on your next entry. Easier at consulate if it is close, as a personal interview is required. You will then have a form to show when questioned on entry.

I just don't know how to get a consulate to give me an appointment.  San Francisco says they don't hear Visa issues.  Do I just show up during general hours?

The only consulates that deal with Immigration on the west coast is either Los Angeles or Seattle.
