supervisa for parent and grandparent

I want to request information from anybody who knows something about the new Canadian supervisa for parent and grandparent. 

The Canadian immigration website says that applications for this visa maybe approved in 6 weeks upon submission of complete requirements. 

Can a Filipino national(parent of Canadian immigrant), now staying in the US, apply for this kind of visa while still at the US? Or he has to apply only at the county of origin?
