Visit Visa Application from London Office

Hi,

I have an enquiry regarding visit visa.
Actually My mother is pakistani citizen and she  wants to apply for canadian visit visa. She is on UK visit visa to visit me.
My question is that is she elgible to apply at  Canadian Embassy London for visit visa? or she needs to go back to Pakistan and apply at candian Embassy Islamabad?

She can apply to London, but as a visitor in the UK she would have difficulty proving ties to the UK. So she should outline her ties to Pakistan as well.
