Visitor Visa applied from a different country

Myself and my wife have the PR status and we would like to bring my in-laws here for couple of months to stay with us. My father-in-law is working in Dubai and he is a citizen of India. Can he apply for the visitor visa from Dubai or does he have to go back to India to do it? Thanks in advance for your help.

He can apply in Dubai and might have a chance at getting a visit visa if he could show enough proof of "ties" with Dubai.
