Visitor visa refused

Hello guys,
 
I have an application for permanent residence undergoing for my wife; however, our visa office is Bogota which is taking a little more than a year to finish the process. In the mean while I would like my wife to visit me in Canada but the visitor visa application has been refused twice.
 
Has anyone had a similar experience with a final succesful visitor approval, any advice to see if there is any way or further steps to get a visitor visa approved?
 
Any help I'd appreciate it!

1. Not much of a chance, as with the sponsorship application for your wife, Bogota's attitude is that it is her intention to remain permanently, so that is why they won't issue a TRV.

You may re-apply for her visit visa if you have supporting evidences that she will return back after the visit, evidneces such as: permanent job, assets, family commitments (kids, parents to take care of).
 
You may have her check with the Canadian Embassy in your home country for options on how to re-apply.

One can always re-apply but if the circumstances of the applicant has not changed or the rejection points had not been addressed, chances are the applicant will receive another refusal.

to the OP: have you explored dual intent?

When I asked the girl at the front desk about this and told her how I got my Colombia papers in half a day and my cedula 2 days later she said,"Colombia is a welcoming country.  Canada has different values."  She was pleasantly honest.

I've heard of a 2% rule.  If your in the top 2% of wealthy people, you can get the visitor visa.  That is a lot of wealth in Colombia.
No problem is so formidable that you can't walk away from it.

Canadian needs to visit the Colombian.

BTW: Not an expert, not a Can. lawyer, never worked in immigration
