full-time and live-in caregiver

Hi ,everyone.I am still confused to full time of live in caregiver in ontario.Because there is no minimum hours for full time in ontario.But under the new measure, live-in caregivers would be eligible to apply for permanent residence after 3,900 work hours – the equivalent of working a standard work week for two years." that means 37.5hours/week is full-time employment for 2 years .There are  the following options:
1)   37.5 hours per week experience for 2 years within 4 years .
2)   3900 hours of work  experience within 4 years .
Could you explain to me ,thanks a lot in advance.
