New update on Citizenship and Immigration (CIC) with my application and timeline is listed below:

1. Dec 8, 2010 CIC received application
2. Sep 19, 2011, transfer to local office at St. Clair.
3. Oct 21, 2011, local office issued letter  for citizenship test
4. Nov 9th, 2011, local office issued resident questionaire
5. Nov 29, 2011, wrote test at St. Clair and submitted documents in-person.
6. May 13, 2014, filed Writ of Mandamus, June 25th, 2014 to appear for citizenship oath

Congrats, zeol! It's unfortunate you had to file for mandamus in order to get your citizenship but I'm glad to hear everything turned out alright.

Folks - just wanted to come back and close the loop - especially as this forum has been the (only) source of information for last 3+ years for me - want to share so others can get this info.
 
My time line -
 
Feb 11, 2011 - Test at Mississauga CIC  & RQ given at the test centre
Feb 14, 2011 - Docs submitted to Miss. CIC via Fedex
Calls to CIC every 4-6 months thereon - with no info other than 'under processing'
Feb 10, 2014 - called CIC contact centre - they said oh, its 3 years, let's send internal mail to St. Clair, call after 3 months on what St. Clair's response is
May 2014 - called CIC on status from St. Clair - as usual - 'no update'
May 2014 - submitted Writ Mandamus online (as per learning from this forum)
Jun 2014 - got WoM details and could not see 'any activity' - 2+ year gap b/w file shift to St. Clair and May 2014 info request from Contact Centre
July 10, 2014 - notice to appear for oath at Mississauga on 24th July
July 13, 2014 - online status still says 'under processing'
 
My 'success factors' - may not work for you, as individual conditions vary...
1. 3 year wait helps - as the Contact Centre rep agreed to send internal memo to St. Clair office for clarification.
2. WoM - send this in, its free to apply (details available in this forum). This helped me realize that - there was no red flags that were listed in my file (so I was a bit at ease). Also noticed that my RQ papers were received 14 Feb 2011, but attached to my file only on 29 Jul 2011 (I thought if doc attaching to my file takes 5 months, so RQ processing taking few years is acceptable!).
3. Send written communication to the processing centre - I called over 10 times in last three years to the Contact Center. But my WoM reports show only my Feb 2014 call and action they took (sending email to St. Clair office). So I assume the Contact Centre reps were just answering calls -repeating status they see online as 'under processing' and not logging our calls. A lawyer I contacted asked me to start following up in writing to the centre, as calls are not necessarily proof that we followed up.
 
Oh - the best part - my Oath letter went to my old house, which I moved out of in Sept 2012. I updated my addresses at CIC, and both online and Contact Centre have my new address. So if you have changed/ change houses during your RQ processing time, do ensure that you keep in good contact with the new residents!
 
Folks - want to end my long mail by profusely thanking dpenabill, our moderator for managing this excellent service, which happens to be the only source for RQ info. Thank you sir.

WOM online, pro se/in proper person?  No legal fee?  HIGHLY doubtful!

NTL, congratulations Vinuge! 

The "Inventory" (backlog) of applications of over 400,000* has been reduced by another of us! 

No doubt a result of the RQ Blitz and not your ATIP...

*last I can find anyway and it was 4th Q 2013.

Rq received              August 2013
Rq sent September 2013
Prepare for test December 2013
Test 18 March 2014
Oath 24 July 2014.
