Study permit Inland application transferred

Hi there,
I got an email from CIC, that my study permit renewal has been transferred to a local office (Niagara) for processing.

Has anyone else experienced this?

What does this mean for my application?

Does anyone know the backlog at Niagara office?

Any help will be appreciated.
