Re PR, yes:
". .. . the PR living with a Canadian Citizen abroad can remain a PR indefinitely(keeping in mind all the proofs to be submitted if questioned)." For citizenship eligibility: Three years out of four "resident in Canada" -- this "resident in Canada" part can be a bit fuzzy, but practically, for most, minimum 1095 days out of 1460 days, actually, physically present in Canada, is what one should have before applying for citizenship. In fact, the more one has been absent during the four years (that is, out of the 1460 day period leading up to the day the application is signed), the more over 1095 days one should go before applying just to be safe. Recent Fed Court cases are also hinting that CIC, Citizenship Judges, and the Fed Court are all focusing more on the "establishment" of residence element as well . . . time "in Canada" does not count toward residency until one has definitely established their residence in Canada. |

Bureaucracy is what bureaucracy does, or When in doubt, follow the instructions. Otherwise, follow the instructions.
BTW: Not an expert, not a Can. lawyer, never worked in immigration |
