Ahmad,

Sorry friend , there mayn't be exact on the date record available.It will be only known after CIC itself releases figures from time to time. Or, reach CIC's own contact number/email and learn if they can provide you with the figures.By However, by the time the latest figures are released, the exact numbers of the day will have already increased. So its safe to apply the earliest possible .

The Government of Canada announced on 29 March 2012 a plan to reduce the backlog of Federal Skilled Worker (FSW) applications by returning all applications and government fees submitted prior to 27 February 2008. This will amount to a total of almost 300,000 returned applications, as well as approximately $130 million in refunded government processing fees.

Approximately 160,000 FSW applications, submitted after 28 February 2008, will remain in queue for processing.

The Announcement

This statement has been issued as part of the larger Federal Budget for 2012, which was released on 29 March. The budget includes information for reducing national deficit and creating more fiscally efficient government infrastructure, an integral part of which is tied to immigration policy and processing times. As part of this plan, Citizenship and Immigration Canada (CIC), is expected to reduce its operating costs by $179 million over the next three years.

The budget mentions that "Canada risks losing the global talent competition for the world's best and brightest as potential immigrants choose to take their skills to other countries with more responsive immigration systems rather than remain in the queue to have their applications process in Canada".

seems to be TRUE, but uptil now its not visible on any Govt. website or we can say they have not Officially declared any where yet.
 
Its spreading like Fire in Jungle.
 
Its really very SAD, if they refund us.... If they wanted to refund the money then Why the hell the would not have refunded it 2008.
 
They made lot of money out of Applicants fees and now after using it for years now planing to return. Angry

The intention of Canada move has brought to  shattering end like many of you by none other than Mr Kenney. he won and we lost. It was good knowing you all and our reactions and opinions echo the same tone. We have lived or own lives on our own ways and will continue to do the same whether Canada exist or not. It's the worst unjust treatment one suffers at the hand of people without morality , discretion and rule of law. We will have to still discuss how we react to this injustice meted out on us. Let's argue on how to proceed or not from here:

The following link reveals that yesterday, effective the day before, the Minister cancelled all the files in the backlog save the 20,000 which had already been positively assessed.

How this decision will affect our litigation, I do not know.  However, I expect DoJ to move to have the litigation dismissed on the grounds that the relief we are seeking cannot be granted because all of the files have been cancelled.  How the Court will respond to such a motion, I do not know.

At a minimum, we would have to reframe our argument, including the assertion that the Minister's fiat is illegal (and I believe it to be, but it is a constitutional issue).  Undoubtedly it will evoke a class-action lawsuit.  Time will tell.

CIC is, however, under a court order to serve its written arguments on April 10th.  We will have to wait to see whether they do so or whether the Court sanctions them for failing to do so.

Yes, it is very bad news but, as Churchill said at the height of the Blitz:  "This is not the end.  It is not even the beginning of the end.  But, it is, perhaps, the end of the beginning.".

Dear All,

I do not think one need to be worry on it. To be very honest if a person is doing good then no need to go canada to be skill labour. 

I got my PR in just 7 months ( Old file 2006). But came back after 45 days. 

Reason : Lack of white coller jobs for new landed immigrants.

So , take this as positive note.
