Temp worker in Canada wants US visitor visa

I have been in Canada for 5 years--graduated uni and now I hold a 3 yr work permit. I would like to apply for a B2 visa, but I was rejected for one twice before. I am nervous that it might affect the decision now. 

Does anyone have any experience with applying for a B2 visa at a US consulate in Canada? Please let me know...Thanks!
