not all benefits are prohibitive
there are some which are allowed

I know this may seem like a dumb question, but just to make sure I'm covered - Getting financial aid from the government for college (like grants, scholarships, etc) doesn't count as "social assistance," does it? 
1/31/11: App sent to CPC-M
2/11/11: App rec'vd
3/10/11: Decision made, sent to Buffalo
3/21/11: CSQ app sent to MICC
3/24/11: Buffalo rec'vd
4/5/11: CSQ issued
7/13/11: AOR (forced after inquiry)

They wouldn't qualify as a family class applicant, period. They'd have to immigrate in another way.

Family class immigration is based on the family sponsoring the immigrate. Without a sponsor, it's not family class.

abdul, there's no way around this. The sponsor needs to be off social assistance to qualify. There's no appeal as there is really no discretion involved in the decision.

It's a very common problem, sure... but with very fixed answers:
 
In this case the sponsor is not eligible to sponsor.  There is no appeal process.
 
Yes, the application can continue processing - but unless the applicant is self sufficient financially - and can continue to be self-sufficient once in Canada (i.e. guaranteed job in Canada), I doubt that it will go through.

yes first u should make ur conditions favourable ie,dispense social assistance, then only their's meaning for applying family class sponsorship,

Theoretically CIC gives you the opportunity to continue with the application even if you are found to be ineligible to sponsor. But application will most likely be refused anyway.

AFAIK, there is no such thing as right of appeal of sponsorship eligibility decisions. The only thing you can do is to withdraw your application and re-apply when your circumstances change: i.e. you get off of social assistance.

if a sponsor is on social assistance for reasons other than disability then that person is ineligible to sponsor. you will be wasting your time and money trying to sponsor while on social assistance.
Application sent May 13, 2010
Started processing July 22, 2010.
Decision made March 7, 2011
Landed April 13th 2011
The whole process took exactly 11 months!
