Help! Friend's TRV application

Hi. I have a friend who recently received a letter of invitation from the College of Registered Nurses Manitoba for her clinical assessment test on Nov 22-26. Is this letter enough to apply for a TRV or do I still need to send her a letter of invitation? She's planning to stay with us while she's here in Canada but the problem is I don't have any work yet and financially, I can't support her. She has relatives in Ontario (we're in Winnipeg) but its too costly if she has to travel back and forth. 
Any help on the matter will be greatly appreciated. Thanks
