You can fly as soon as you get the visa

They will give you a date when the visa expires(usually 1 year from the medical exam). You just have to land before that date.

The visa is affixed in your passport; it is a single-use visa; it is good from the date it is issued (usually some date well prior to your actually receiving it); it is good until its specified expiration date (which will be the one year anniversary of your medical exam, unless your passport expires sooner than that, in which case the visa will expire the same date as the passport). It must be used before its expiration date. It cannot be extended.

The first time you travel to Canada once the visa is issued (and you have it), you will "land" and they will then cancel the visa, stamp your passport indicated the landing. You can immediately leave Canada if you like and many do . . . they do the landing but then must return to their home country to wrap up their affairs there. You have essentially three years in which to actually move to Canada (though if you waited that long, you would not be able to travel outside Canada for the next two years, since you must accumulate 730 days in Canada in the first five years).
Bureaucracy is what bureaucracy does, or When in doubt, follow the instructions. Otherwise, follow the instructions.

BTW: Not an expert, not a Can. lawyer, never worked in immigration

They ask if you have any dependents, if your marital status has changed, if the information on the confirmation of permanent residence is correct and if you have ever been charged with any crimes, anywhere.

That was an inland landing. If you cross the border at a POE, then you also need a list of goods you're bringing with you and a list of goods to follow for customs.

It's really easy and fast. I was done in 10 minutes.
