Working in USA after getting canada PR

Hi,
Can a Canadian PR work in US while waiting for the Canadian citizenship? I am aware that the candidate is required to stay 3 years out of 5 years to qualify for applying Canadian citizenship. Under exceptions for "crown", can the candidate work in USA while still being considered as the resident of Canada so that the candidate comes under 3 years counting period. Please suggest.

Also, can someone explain what this "crown" category is and how the exception can be made ?
