No. You do not need a Canada job offer for Express Entry, but having one could contribute 200 or 50 points towards your score, depending on the skill level.

Immigration, Refugees and Citizenship Canada changed the way job offers are treated under Express Entry in November 2016, dropping the points from 600 to 200 or 50. The changes also meant a valid job offer for Express Entry only needed to be for one year or more.

The job offer must be at National Occupational Classification 0, A or B. It must be from one employer for the Federal Skilled Worker Program and Canada Experience Class, but can be from up to two employers for the Federal Skilled Trades Program.

The job offer must be supported by a Labour Market Impact Assessment if needed, or unless the candidate is exempt.
