Study Permit Refused a Year Ago

Hi everyone,
I have an issue with my study permit that it was refused 3 times and that because I overstayed in Canada for 2 months when I was studying there a year ago.(note that I applied for study permit from my home country) I already have studied 2 full semesters in my home country but I wish if I could finish my studies in Canada, because I have fully covered scholarship from my government.

Is it possible that I might get study permit after one year of my overstay?
What do I need to do to get the study permit?
