clarification for 150 fee for family member

Hi, I am confuse about the 150$ fees to pay for the sponsorship application of my spouse. it says "A family member of the principal applicant who is under 19 years of age and is not a spouse or common-law partner."

We have two children who are born in USA but from a Canadian father so technically there are already Canadian citizen (they already have their certificate of citizenship).
 
Does the fee listed (150$) is still applicable for them?
We are applying from within Canada. We all live in Canada- Quebec

1. No, they are Canadian citizens, and shouldn't appear on the sponsorship, only listed on the IMM 5406
