Employer wont renew Work Visa because of Pregnancy

My girlfriend is a US citizen and has been in Canada on a work permit since Oct of 2015. In February, we found out that she is pregnant and is Due Nov 6th 2016. Her boss agreed that he would renew her work visa even though she is expecting and would be away on maternity leave for the year after the child is born. Now, a month before her Temporary work visa expires, he has changed his mind and has decided that he does not want to renew her visa. His reasoning for this is because she's pregnant and will not be working, "so what's the point".
From everything that I've read online, this is discriminative behavior. Is this legal? We have an appointment with the TFW Advisory Office this coming week, but I'm afraid time is running out. Any advice or feedback would be appreciated.
