Does automobile sector apply for skilled worker?

Hello guys, and this question relates to my wife's brother who is just 18 right now in India; he started and has almost completed automobile sector mechanical diploma program in India, which he started two years ago after getting an advice from his relative from Canada to study in Automobile sector to qualify for skilled worker program.

Is this sector still eligible for Skilled worker program, or is this inaligible now? What other related fields or program can I advice him? 

What can he study further to improve his chances at coming to canada as skilled worker? What can I advice him?
