As long as you as the principal applicant lands before, he can come after. Just be sure it is before the expiry date on his visa. Just curious: Is he past 19 yo? If so, he's VERY lucky to get thru in this round, since that's the new cut-off age to be considered a 'child' dependent.

You won't be able to apply for his PR card before he lands because until he does that, he is not a permanent resident. Recall that it's not on getting the visa or COPR that makes you a permanent resident, but on completing landing procedures. As an example, even tho I got my visa/COPR from Oct 2014, I wasn't considered a bona fide Canadian PR until 7 Jan 2015. 

(Now, I'm wondering if I should have landed from within 2014. At the very least, I'd have got an additional $5.5K TFSA contribution room. I'd also have to file a return, but I guess that would have put me "in the system". Oh well.)

Thanks for the response. Yes he is older than 19 years but I had submitted my applications July 3, 2014 and he was full time at UTECH so he was assessed bases on the criteria before August 1, 2014 when they had changed the law. He was included for the medical so I am hopeful everything goes well.
