Visitor visa for parents: refused twice |

My parents was PR 5 years ago but not any more. they apply for visitor visa last year twice and it was refused.
they want to come this year so what are the suggestion we should take into consideration. |

Hi
They are going to have to voluntarily relinquish their PR status before an TRV (visitor visa) will be considered. As technically they are still PRs as no decision has been made on their failure to maintain it. See: http://www.cic.gc.ca/english/resources/manuals/enf/enf23-eng.pdf Section 7.9 |

The decision as Already made befory applying for visitor visa last year
they still hold PR card which is already expired in 2008 |

isnt there a difference between relinquishing PR and expiry of PR card. Just because PR card has expired, they r no longer PR's?

Hi
No,the PR card is just proof that you are/were a PR. If they were issued a visitor visa, without relinquishing their status, they could arrive in Canada, wait 2 years, and then apply for a new PR card. As they would then have had 2 years residency. That is why before a TRV is issued, to a PR, that they they have to relinquish it. |
